Coordinated Transportation

Hunterdon County Educational Services Commission (ESC)
is a coordinated transportation services agency (CTSA).
Administrative code states that resident district
boards of education shall utilize a CTSA to transport
students going to special education, nonpublic, and
vocational schools.
The ESC has joint agreements with 28 districts in
Hunterdon County and 3 districts in Warren County.
The Special Needs and Nonpublic routes are put together
to achieve the maximum cost effectiveness. Coordinated
routes are established, bid specifications are prepared,
bids awarded, and routes renewed before the start
of school.
New routes that come in after school starts are put
out for quotes. Quoted contracts under bid threshold
are issued for the entire school year. If a quote
exceeds bid threshold it can be run for a period of
time, which will not cause the contract to exceed
the bid threshold. It then must go out to bid.
Summer routes are extended and new routes are put
out to quote.
Since the ESC acts as a contractor, it bids on routes
the same as any contractor.
As a contractor and through joint agreements, the
ESC transports nearly 4000 students on about 180 routes
Field trip and athletic trip services are provided
to various schools.
